PROBLEM TO BE SOLVED: To improve structure of a photoconverting element for converting optically a light from a light source into a pattern light to make the structure suitable for inexpensive and precise manufacturing, in a technique for projecting the pattern light onto an object. SOLUTION: A projection part 12 is provided with the light source 68, a light modulating element 200 for modulating the light from the light source at least partially, angularly or with luminous-intensity-distribution to be emitted, and an optical system 32 for transmitting selectively an angular component having a radiation angle characteristic matched with a predetermined incident opening, out of the plurality of angular components. The light modulating element conducts optical modulation, to an incident light, depending on a surface shape of the light modulating element. The light modulating element has at least one set of two portions with the surface shapes different from each other. The angular component having the radiation angle characteristic matched with an incident opening angle is emitted as a component passing the optical system thereinafter, from one out of the two portions, and the angular component having the radiation angle characteristic not matched with the incident opening angle is emitted as a component not passing the optical system thereinafter, from the other of the two portions.
