PROBLEM TO BE SOLVED: To provide a blanket in which the number of test printing can be reduced that is necessary in order that an organic ink becomes to have a desired half-dried state on the uppermost surface layer when an organic light emitting layer is formed by printing, and provide an organic EL element manufactured by using this. SOLUTION: This is the blanket which is provided with the uppermost surface layer 12a where an application film of the organic ink containing a solvent is formed, and the application film is transcribed to the protruded part by being pushed to the protruded part on which negative pattern is formed, and which is used when the organic EL element is formed by transcribing the pattern of the application film remained at the uppermost surface layer 12a to a formed face as the organic light emitting layer, and in which the uppermost surface layer 12a has a thickness less than 1 mm.
