PROBLEM TO BE SOLVED: To provide a locking device for a bicycle parking machine capable of maintaining an arm in open condition when no bicycle exists on the parking machine, and provide a parking machine equipped with the locking device. SOLUTION: The locking device for the bicycle parking machine is equipped with the arm 11 to hold the bicycle in the parking position, a first energizing member 12 to energize the arm 11 so as to be maintained in the open position which does not hinder the bicycle from coming into and going out of the parking position, an arm lever 13 moving in association with coming-in and going-out of the bicycle and therewith putting the arm 11 in the opening and closing motions between the open condition and the closed condition in which the bicycle is held in the parking position, and a second energizing member 14 to energize the arm lever 13 in the direction of maintaining the arm 11 in the open condition.
