A method and a device for processing messages in a digital broadcasting system are provided to check voice data or text data according to emergency broadcasting information by using a wire/wireless terminal even though a digital TV is off state. A device for processing messages in a digital broadcasting system includes an emergency message storing part(231) for storing emergency messages received from a headend(100) with various emergency information, and an emergency information processing part(230). The emergency information processing part has a setting part(232) to set at least one of service-on mode data for receiving emergency information according to user's selection, service-off mode data for not receiving emergency information, or voice/text/terminal data according to the emergency information. A mapping parts(234) maps the voice and text information to the corresponding various emergency information, and generates emergency voice information or emergency text information. A call processing part(237) transmits the generated emergency voice data to a subscriber's terminal according to the terminal data, or the emergency text data to the subscriber's terminal with short messages.
