PROBLEM TO BE SOLVED: To solve a problem that instantaneous transmission rate does not become a fixed value since IFG length is fixed even when frame length changes. SOLUTION: Operations of setting the transmission rate in a ratio register, setting the frame length in a frame counter, performing decrement of the frame counter, adding the transmission rate set in the ratio register to the frame length and storing the frame length in an addition register are repeated. When a value of the frame counter becomes zero, an action of outputting a frame trigger signal to start IFG transmission and subtracting 1 from the value of the addition register is repeated and when a stored value of the addition register becomes smaller than 1, an IFG trigger signal is outputted and output is switched to transmission frame output.
