PROBLEM TO BE SOLVED: To provide a format conversion apparatus with a simple configuration capable of executing format conversion processing of various television standard systems using HDTV and SDTV. SOLUTION: The format conversion apparatus applies conversion processing to number of pixels and number of lines, and thereafter executes conversion processing of a field frequency, and in the case of format conversion between systems adopting SDTV systems, the format conversion apparatus executes conversion processing of the number of pixels, the number of lines to generate a video signal with an intermediate format not defined in the SDTV, and applies conversion processing to the field frequency of the video signal of the intermediate format.
