PROBLEM TO BE SOLVED: To provide a high radiation lubricating aluminum cover for drilling which makes it difficult to break a drilling needle, holds the quality of a circuit board at the time of drilling and has stable quality, and its manufacturing method. SOLUTION: A composite material 1, which is constituted by bonding a laminate film layer 12 to the back of a core material 11, and the aluminum foil layer 2 bonded to the surface of the laminate film layer 12 by a heating press system are provided and the surface of the core material 11 of the composite material 1 is coated with a lubricating layer 3 constituted of one of nonyl phenol polyethylene glycol ether, PEG (polyethylene glycol), PVA (polyvinyl alcohol) and a water soluble epoxy resin.
