<P>PROBLEM TO BE SOLVED: To provide an optical semiconductor device having high luminance by improving reflection on a reflector provided near an light-emitting device or reflection on a mounting surface of the light-emitting element. <P>SOLUTION: This substrate for mounting a light-emitting device is provided with the reflector surrounding the position where the semiconductor light-emitting device is mounted on the substrate, and reflecting a light from the light-emitting device toward the upper part of the substrate.
