<p><P>PROBLEM TO BE SOLVED: To achieve field-frame encoding of a macro block level using a CABAC system even if image information to be inputted is in an interlace scan format. <P>SOLUTION: In an arithmetic encoding part 58, among syntax elements of image compression information to be inputted, frame/field flag is first encoded by a frame/field flag context model 91. When performing frame-based encoding upon a macro block to be processed, a frame-based context model 92 determined based on the H.26L standard at present is applied. When performing field encoding upon a macro block to be processed, on the other hand, a filed based context model 94 is applied for subsequent syntax elements.
