PROBLEM TO BE SOLVED: To provide a magnetic recording medium having a smooth surface and cleaning performance which is the optimum to a magnetic head. SOLUTION: At least a non-magnetic layer 2 and a magnetic layer 3 are formed in this order on one surface of a base film 4. The non-magnetic layer 2 is formed by using a non-magnetic paint containing 11 to 30 mmol (meth)acryloyl group to 100 pts.wt. non-magnetic powder. By this constitution, the non-magnetic layer 2 can be cured in a suitable hardness by irradiation with an electron beam. Thereby, the ground amount of the magnetic head by a magnetic tape 1 can be also maintained in a regulated range while centerline average roughness Ra of the magnetic layer 3 obtained when the magnetic layer 3 is subjected to calendering after the magnetic layer 3 is formed on the non-magnetic layer 2 by a wet-on-dry application system is maintained in a regulated range.
