PROBLEM TO BE SOLVED: To provide toner which maintains sufficient charging property in a nonmagnetic one-component developing process and hardly causes image degradation such as ground stain due to use of long duration, and an image forming method. SOLUTION: In a method for manufacturing the toner for electrostatic image development formed of at least a colorant, a release agent and a polyester not containing a vinyl polymerizable group as a binder resin, in a step of obtaining particles by dispersing or emulsifying, in an aqueous medium, an oily phase prepared by dissolving or dispersing the above colorant, release agent and polyester resin in an organic solvent whose Hansen solubility parameter becomes≤19.5, a radical generator is made to coexist in the aqueous medium and/or the oily phase and particles are formed.
