PROBLEM TO BE SOLVED: To secure security performance capable of coping with a specific function, such as settlement of accounts, in a mobile terminal device. SOLUTION: When an object that comes into contact with or approaches a camera 6 is a human body, bioinformation acquired by the camera 6 is authenticated, and a function for enabling the personal information of a regular user to be used, a call function to be charged, a communication function, a payment function of a relatively small sum, or the like can be used. Conversely, when the authentication of the bioinformation cannot be established, all functions are disabled, thus preventing an illegal use by others, such as the loss, theft, or the like of the portable telephone 100. Further, when advanced security performance becomes necessary for purchasing an expensive commodity for example by a credit card, using an ATM, or obtaining a permission of entering a room, the bioinformation read from an IC card or an RF tag by a read section 15 is authenticated in addition to the authentication of the bioinformation, and further the bioinformation is authenticated by an external center 200.
