PROBLEM TO BE SOLVED: To prevent a through current from flowing to a level shift circuit, when either of two kinds of power supply potentials is supplied, in a semiconductor integrated circuit which operates by being supplied with a plurality of power supply potentials. SOLUTION: This semiconductor integrated circuit is provided with an internal circuit 10 and an inverter 20, which operate when first power supply potential is supplied; the level shift circuit 30 inputting these output signals into two input terminals, generating a level shift signal, in which the level of the input signal is shifted at each of the two output terminals and outputting the generated signals from one of the output terminals; an output circuit 40, operating on the basis of the level shift signal to be output from the level shift circuit; and a potential fixing circuit 50 for fixing the potential of the two input terminals of the level shift circuit or the potential of one input terminal and one output terminal thereof, when the second power supply potential is supplied and the first power supply potential is not supplied.
