PROBLEM TO BE SOLVED: To provide a charging member which generates almost no contamination of a body to be charged, and is excellent in contamination resistance of its own surface. SOLUTION: The charging member which is disposed in an electrophotographic device and charges the surface of a body to be charged in the state that a voltage is applied comprises a conductive elastic body layer. The conductive elastic body layer contains a cross-linked rubber component, and the epidermic part of the conductive elastic body layer has at least polyester and/or polystyrene in a molecule as a component together with the rubber component, and contains a siloxane cross-linking component having a cross-linking point represented by Si-O binding, preferably forming an interpenetration network structure.
