PROBLEM TO BE SOLVED: To provide an electrifying member for electrophotography having a polyurethane foaming body layer which is hardly distorted by compressive force, and to provide an electrophotographic image forming apparatus using the electrifying member for electrophotography. SOLUTION: The electrifying member for electrophotography is constituted by forming the insulating polyurethane foaming body layer on a conductive substance, and forming a semiconductive rubber layer on the insulating polyurethane foaming body layer.
