PROBLEM TO BE SOLVED: To provide a coating agent for a railway rolling stock and its applying method, by which coating agent and applying method, the coating agent can be easily applied with excellent workability and durability, the deposition of dirt on the surface of the railway rolling stock can be reduced, and the surface of the railway rolling stock can be reinforced and protected, and further to provide a method for manufacturing the coating agent for the railway rolling stock, and further to provide the railway rolling stock. SOLUTION: A coating film 1 is formed by applying the coating agent to the surface T1of the railway rolling stock. The coating agent for the railway rolling stock is used to reduce the amount of the dirt deposited to the railway rolling stock T, and contains the silicon dispersed in an organic solvent. As the coating agent, for example, a mixed solution of a fluorine solution mixed with a silicone solution having the silicone reacted so as to be impregnated in an organic solvent, such as xylene, is used. The silicone solution is manufactured by mixing the organic solvent and silicone by the heating agitation method or the sol-gel method, and the mixed solution is manufactured by agitating the fluorine solution and the silicone solution using sodium hydroxide or titanium oxide as an affinity agent.
