PROBLEM TO BE SOLVED: To surely insert a band member into the inside in the radial direction of a bead member without uselessly decreasing the outside diameter of the band member. SOLUTION: When the band member BA is inserted into the inside in the radial direction of the bead member BE, since the peripheral surface of the band member BA is guided from the outside in the radial direction toward the inside over the whole circumference by a plurality of guide rollers 30, even when a projection T is formed on the peripheral surface of the band member BA, the projection T is guided from the outside in the radial direction of the band member BA toward the inside when it passes through the inside in the radial direction of each guide roller 30. Namely, it is unnecessary to form a clearance in consideration of the projection T between the peripheral surface of the band member BA and the inner surface of the bead member BE and the band member BA can surely be inserted into the inside in the radial direction of the bead member BE without uselessly decreasing the outside diameter of the band member BA.
