It is intended to provide a preparation for oral administration by which the taste, smell, etc. of a drug containing in a drug-containing layer can be completely masked. To achieve this object, in a preparation for oral administration (1a) having a first water-swellable gel-forming layer (12a) and a second water- swellable gel-forming layer (12') as the outermost layers, the periphery of the first water-swellable gel-forming layer (12a) is bonded to the periphery of the second water-swellable gel-forming layer (12') so that the drug-containing layer (11) is enclosed within the preparation for oral preparation (1a).
