PROBLEM TO BE SOLVED: To improve fuel economy when a normal operation is restored in a system for lowering a shift gear during fuel cut. SOLUTION: This controller of an internal combustion engine is provided with a fuel cut operation means for performing a fuel cut operation by stopping fuel supply to an internal combustion engine 10 in deceleration, a gear lowering means for lowering a shift gear when the fuel cut operation is performed, a restoration means for restoring a normal operation from the fuel cut operation and a gear heightening means for heightening the shift gear in the case of the lapse of a predetermined time after the normal operation is restored from the fuel cut operation. The shift gear is lowered when the fuel cut operation is performed so that it is possible to lengthen a fuel cut time, and to improve fuel economy. Also, the shift gear is heightened after the normal operation is restored from the fuel cut operation so that it is possible to reduce engine rotational frequency after restoration, and to improve fuel economy.
