PROBLEM TO BE SOLVED: To provide an apparatus for creating map information which can be applied to conversion of a common two-dimensional electronic map into a three-dimensional electronic map. SOLUTION: The apparatus for creating map information is provided with: a two-dimensional map storage means 12 for storing two-dimensional map information including two-dimensional position coordinates of each point constituting each link of a two-dimensional map, and road connection information of each node for specifying links which connect at the respective node; a relative height assigning means for setting to each link a plurality of relative height assigning points including at least start/end points of the link, and setting to the relative height assigning point the relative height indicating the relative height relationship between the ground surface or other links; and a three-dimensional conversion processing means 19 for determining the height of each relative height assigning point or each constituting point on the link so that each link is in consistent with the relative height at each relative height assigning point as a straight line, a broken line, or a curved line whose relative height between the ground surface or other links is locally specified at each relative height assigning point.
