PROBLEM TO BE SOLVED: To provide an information recording/reproducing device and system wherein usability is improved by recording dummy data up to a defined position. SOLUTION: If a recording end position does not reach a defined position when the recording of user data executed in an information recording medium in response to a recording request from a host device is finished, the information recording/reproducing device writes dummy data up to the defined position.
