PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium capable of realizing recording/reproducing characteristics, especially reduction of medium noise while keeping excellent thermal fluctuation resistance, and recording and reproduction high density information, to provide its manufacturing method and to provide a magnetic recording/reproducing apparatus. SOLUTION: In the perpendicular magnetic recording medium, at least an orientation controlling layer controlling orientation of a directly upper layer, a perpendicular magnetic layer whose axis of easy magnetization is oriented mainly perpendicularly to a non-magnetic substrate and a protective layer are provided on the non-magnetic substrate. The perpendicular magnetic layer consists essentially of Co and is constituted of a perpendicular magnetic layer (1) consisting essentially of a material containing at least Cr, Pt and an oxide and a nitride of a metal or a semiconductor, a perpendicular magnetic layer (2) consisting essentially of a CoCr alloy and a perpendicular magnetic layer (3) consisting essentially of a CoCrPtB based alloy sequentially from the substrate side.
