PROBLEM TO BE SOLVED: To provide a luggage panel opening/closing device capable of front-opening a luggage panel by holding a base member with a simple structure. SOLUTION: An opening/closing mechanism 11 comprises a front-opening link mechanism 23 provided between a bracket 21 and a base member 22, and a rear-opening link mechanism provided between the base member and the luggage panel 12. The luggage panel is turned around a shaft 17 by the front-opening link mechanism to front-open the luggage panel, and the luggage panel is rear-opened by the rear-opening link mechanism. The opening/closing mechanism has a lock mechanism 40 to change the locked/unlocked state between the base member and the luggage panel. The front-opening link mechanism comprises a first link 26 which is turnably supported by a bracket, and turned, and a second link 27 with one end and the other end being rotatably supported by the first link and the base member, respectively.
