PROBLEM TO BE SOLVED: To provide a comfortable and inexpensive cloth for a seat and a vehicle seat which efficiently makes the temperature and humidity of a seat skin into a desired state with simple constitution. SOLUTION: The cloth 30 for the seat and the vehicle seat 1 are provided with: fabrics 5 and 7 which are gas-permeable and become the skins of the seat which a passenger takes; ventilation paths 11 and 12 communicating with an air-conditioning unit 14 and provided on the back surfaces of the fabrics; a non-air-permeable film 21 covering the ventilation paths and stuck to the rear surfaces of the fabrics. By supplying air sent through the ventilation paths 11 and 12 to a seat surface through the fabrics 5 and 7 to make the temperature and humidity of the seat skin into a desired state efficiently.
