A ROM type optical recording medium 1 includes a substrate 2, a light transmitting layer 4, and a reflecting layer 3 formed between the substrate 2 and the light transmitting layer 4 and containing a metal as a principal component and has such a structure that a laser beam is irradiated through the light transmitting layer 4 to reproduce data. The reflecting layer 3 is formed on the substrate 2 and includes a second reflecting film 3 a having nitrogen added thereto and a first reflecting film 3 b formed on the second reflecting film 3 a and having no nitrogen added thereto.
