PROBLEM TO BE SOLVED: To provide an image forming apparatus which has a fixing device which can prevent a fixation defect from being caused and is improved image formation efficiency, an image forming method, and an image forming program. SOLUTION: Before image forming operation is performed, it is confirmed whether the requested image forming operation is first image forming operation after the image forming apparatus is powered ON or image forming operation to be performed a specified time after last image forming operation, and a rotating speed when upper and lower fixing rollers that the fixing device 109 has are idled is determined according to which one the requested image forming operation corresponds to. Then a fixation temperature sensor 108 measures the surface temperature of the upper and lower fixing rollers and when the measured temperature is within a previously set temperature range, the image forming operation is carried out without idling the upper and lower fixing rollers. When the measured temperature is not within the previously set temperature range, on the other hand, the upper and lower fixing rollers are rotated at the determined rotating speed to control the surface temperature of the fixing rollers, so that even when the heat energy quantity that the fixing device holds is large, overshooting is prevented from occurring.
