PROBLEM TO BE SOLVED: To solve a problem found when a conventional method (transmission) of changing the difference in rotational frequencies by using a gear or the like is applied as a device for strengthening rotating power when large load is applied to the rotating power, that output rotation is delayed in inverse proportion to a strengthening ratio when the power of output rotation is strengthened by the method, and horsepower of an engine must be increased to keep the uniform rotational frequency. SOLUTION: The rotational frequency can be kept without increasing horsepower of the engine, only by amplifying the rotating power in accordance with load (resistance) of rotation. For that purpose, the resistance of rotation is converted into the power by applying a structure where an outer ring of a rotating shaft 1 is surrounded by rolling elements 2, and projections 4 for stopping the movement of the rolling elements at specific intervals, are formed on an inner ring of its outer receiving part 3.
