PROBLEM TO BE SOLVED: To provide a wooden decorative flooring material which is high in hardness and superior in scratch resistance, impact resistance, pressure resistance, scorch resistance and stain resistance, which, because of having a low wet expansion/shrinkage factor, does not generate swelling of the base material or gaps between boards by contraction owing to change in humidity, which is little in the emission of harmful substances and the environmental pollution upon discarding and incinerating it, and which can be produced efficiently with a reduced cost. SOLUTION: A surface covering material 20, which is obtained by laminating resin impregnated paper into a thickness of≥0.2 mm and≤0.5 mm while using paper impregnated with a high pressure melamine resin as its surface layer, is glued onto a plywood 1 whose uppermost and undermost layers are composed of Kapur, Resak or the like.
