A power transmission buffer apparatus is provided to buffer impact applied to a driving shaft and a driven shaft by connecting the driven shaft to a motor connection portion of a rotary frame and relieving driving force of the driving shaft. A driving shaft of a power generator is connected and installed to a driving force connection portion of a driving shaft(20) of a power transmission buffer apparatus, and a slider(17) is controlled by a control lever(21) fixed to the driving shaft to convert driving force of the driving shaft into elastic energy. Elastic energy is input to a compression coil spring(16) by rotational force of the control lever, and a rotary frame(10) is turned by repulsive force of the elastic energy against driving force of the driving shaft. A driven shaft is actuated to prevent shock applied to the driving shaft and the driven shaft. Power is supplied to a driven unit with a motor installed in a motor connection portion of the driven shaft with driving force of the rotary frame.
