PROBLEM TO BE SOLVED: To provide an image processing apparatus which reduces costs and improves reliability for effective memory utilization of an image processing apparatus, in particular, a digital copier, scanner, printer or FAX which performs digital processing of image information. SOLUTION: An image processing apparatus includes: a write processing line counting means for counting the number of processing lines in processing to write an input image from a reading section into a semiconductor memory in a storage section; a read processing line counting means for counting the number of processing lines in processing to read the input image stored in the semiconductor memory from the semiconductor memory and transfer the image to a secondary storage device; a memory address generating means for outputting a memory address so as to return a memory address after filling up the semiconductor memory to an initial address that is a first access destination of page; and a memory access control means for executing write and read of the semiconductor memory in parallel in a time dividing manner to perform control for permitting read processing of image data stored in the semiconductor memory only when a count value of the read processing line counting means is smaller than a count value of the write processing line counting means.
