PROBLEM TO BE SOLVED: To provide a plasma display panel with high-quality images and with stable address discharge, capable of driving at low voltage. SOLUTION: The plasma display panel forms a discharge space (14) by arranging a front surface board (1) and a back surface board (2) at least having a display electrode (6) and a dielectric layer (7) opposed to each other and fills discharge gas in the discharge space (14). A protection layer (8) made of magnesium oxide added by at least one element of either silica or aluminum is provided on the dielectric layer (7), and also, the discharge gas includes at least xenon and hydrogen, a concentration of the silica or aluminum of the protection layer (8) is 30 ppm or more and 50,000 ppm or less, and a concentration of hydrogen is 10,000 ppm or less.
