PROBLEM TO BE SOLVED: To provide a ruthenium complex that has a stable structure to heat and light and can rapidly increase the energy conversion efficiency, when it is used as a sensitizing dye for solar battery.

SOLUTION: The ruthenium complex has a structure of the trans type two ligands bipyridine derivative and is represented by general formula (1)(wherein R1, R2and R3are each H or COOM where at least one thereof is COOM; M is H or a quaternary ammonium cation; R4is H or an aryl which may have substituent, an alkyl group which may have substituent or a perfluoroalkyl group which may be substituted).
