PROBLEM TO BE SOLVED: To provide an optical device whose electromechanical coupling coefficient is enhanced and to provide its manufacturing method. SOLUTION: In the optical device 1 wherein a piezoelectric optical waveguide 4 is held in the air by a plurality of settings 3 provided on a substrate 2, when a surface acoustic wave is generated by IDTs (Inter Digital Transducers) 5A and 5C provided on front and on rear surfaces of the piezoelectric optical waveguide 4 and a laser beam is introduced into the piezoelectric optical waveguide 4 from a light inputting grating coupler 6A, the laser beam is polarized by the surface acoustic wave and emitted from a light outputting grating coupler 6B.
