PROBLEM TO BE SOLVED: To provide a cleaning device combined with a high durability conductive member capable of maintaining a stable gap between the member and a photoreceptor even in the early period of use and even after long-term use, and an image forming apparatus using the cleaning device. SOLUTION: A charging roller 200 has gap keeping members 203 of several hundredμm thickness stuck on both ends of an electric resistance regulating layer 202, and the gap keeping members 203 come in contact with both ends of a photoreceptor drum 101 to ensure a predetermined gap of several tenμm between the electric resistance regulating layer 202 and the photoreceptor drum 101. A cleaning blade 108 extending to the contact areas of the gap keeping members 203 comes in contact with a surface of the photoreceptor drum 101 to remove residual toner, etc. COPYRIGHT: (C)2007,JPO&INPIT
