PROBLEM TO BE SOLVED: To provide a controller capable of operating efficiently a heat pump having air-cooled type and water-cooled type heat exchangers. SOLUTION: This controller for the heat pump has the first flow passage 4A having the water-cooled type heat exchanger 20 for conducting heat exchange to a heat exchange medium circulated in a flow passage 4 connected to air-conditioning equipment 11 with cooling water supplied through an underground heat-exchanger 36 buried in the underground 33, the second flow passage 4B having the air-cooled type heat exchanger 5 for conducting heat exchange to the heat exchange medium circulated in the flow passage 4, using gas, switching means 22-25 for switching the flow passage with the heat exchange medium flowing therethrough to the first or second flow passage, and a temperature detecting means 32 for detecting an underground temperature or a temperature related thereto, and the switching means is controlled by a control means 40 to use the first flow passage 4A as the flow passage with the heat exchange medium flowing therethrough, when temperature information from the temperature detecting means reaches the first set temperature WT1, and to use the second flow passage 4B as the flow passage with the heat exchange medium flowing therethrough, when the temperature information reaches the second set temperature WT2.
