A method for assigning a mobile IP in a portable Internet network is provided to request assignment of the mobile IP from an ACR(Access Control Router) and an HA and receive assigned mobile IP from the ACR and the HA in a state that a PSS has performed negotiation with the ACR to assign the mobile IP through a registration process, thereby achieving standardization of a portable Internet system and contributing to stability of a portable Internet Service using the portable Internet system. In the first step, a message including a CoA(Care-of Address) is transmitted to a PSS(Personal Subscriber Station)(110)(S208). In the second step, a message including the CoA and NAI(Network Access Identifier) Extension is received from the PSS, and a request for registration of a mobile IP(Internet Protocol) is received before generating entry for the PSS(Personal Subscriber Station) in a visitor list(S210,S212). An HA(Home Agent) IP address as an IP address of an HA is acquired and a message including the CoA and the NAI Extension is transmitted to the HA to request initialization of the mobile IP(S214). In the third step, a home address is generated at the HA. In the fourth step, a response message including the home address is received from the HA and contents of the entry for the PSS are updated at the visitor list before transmitting a response message, including the home address and the HA IP address, to the PSS(S220).
