PROBLEM TO BE SOLVED: To provide a charging device capable of accurately detecting soil on a charging roller in the longitudinal direction of the charging roller, and to provide an image forming apparatus. SOLUTION: The charging device 105 includes the charging roller 1, and a soil detecting member 2 abutting on the charging roller 1. The charging roller 1 is disposed in parallel with a photoreceptor drum in its longitudinal direction (axial direction) and rotated at a predetermined speed by a drive mechanism such as a motor. The soil detecting member 2 has a rotatable rotary shaft 21 and a detecting part 22 formed by twisting a flat conductive member into a spiral shape and attaching the spiral conductive member to the rotatable shaft 21. In the charging device 105, an ammeter is connected to the soil detecting member 2. On the basis of a value measured by the ammeter, it is determined whether the charging roller 1 is soiled or not.
