PROBLEM TO BE SOLVED: To provide a reusable device capable of improving the poor working environment for placing reinforcing bars for concrete columns on construction sites which is frequently expressed as "severe, dirty and dangerous working environment" by means of improving the current working environment and upgrading the working efficiency which is closely related to the working environment. SOLUTION: In view of improving the working environment, reinforcing bars for concrete columns are preassembled to make reinforcing bar units for columns in advance on a preassembling frame having an allocation jig capable of corresponding to various sectional dimensions of columns and various numbers and pitches of the main reinforcing bars.
