PROBLEM TO BE SOLVED: To provide a panel developing a depth feeling in its pattern using the uneven surface of a base material, having a variation of a large number of hues and having weatherability and durability. SOLUTION: In the panel constituted by forming a base coating layer 3 on the uneven surface of a substrate 2 having unevenness and applying a topcoating layer on the base coating layer 3, the top coating layer is composed of at least two layers, that is, a first top coating layer 11 and a second top coating layer 12 formed by at least twice coating the substrate 2 with an acrylic urethane coating material.
