Provided are a water-soluble polyurethane resin which can be soluble in water even after cured and can be removed easily, and a method for preparing the water-soluble polyurethane resin. The water-soluble polyurethane resin comprises 50-200 mol% of sodium hydroxide for converting the anionic group of a polyurethane prepolymer into a salt, based on a polyurethane prepolymer which is a condensation product of 10-30 wt% of an isocyanate, 40-60 wt% of a polyol, and 7-30 wt% of an anionic chain extender, and contains a covalently bonded anionic group in a main chain. Preferably the isocyanate is at least one selected from an aromatic isocyanate, an aliphatic isocyanate, an aliphatic isocyanate and an alicyclic isocyanate; and the polyol has a molecular weight of 400-10,000.
