An apparatus for forming an alignment layer and a method for forming the alignment layer using the same are provided to previously control the amount of alignment solution to be sprayed before forming the alignment layer, thereby improving the uniformity of the alignment layer. An apparatus for forming an alignment layer comprises an alignment solution spray unit(210). A photograph unit(310) is movable independently from the alignment solution spray unit, and photographs the configuration of the alignment solution, which is sprayed from the alignment solution spray unit. An image data processing and controlling unit(410) measures the amount of alignment solution through image data supplied by the photograph unit, and controls the spraying amount of alignment solution.
