A system and a method for controlling the overload of an access control channel in a DAMA(Demand Assigned Multiple Access) satellite communication network are provided to connect the communication of satellite terminals having high priority or emergency calls preferentially and to increase the call origination success rate of the whole of a satellite communication system by restricting originating call attempts according to the priority of satellite terminals and mitigating the overload state of an access control channel. A DAMA network controller(11) consists of an access control channel receiving part(21), a DAMA call control part(22), a DAMA traffic channel overload control part(23), an operator interface part(24), a DAMA network control channel transmitting part(25), an access control channel overload detection part(26), and an access control channel overload control part(27). The access control channel receiving part(21) receives DAMA call connection request messages, transmitted through an access control channel from satellite terminals, and transfers them to the DAMA call control part(22). The access control channel overload detection part(26) monitors whether the access control channel receiving part(21) successfully receives call connection request messages every slot, calculates the call connection request message reception success rate of the access control channel, and produces the normalized load of the access control channel from the message reception success rate and the call connection attempt number information contained in call connection request messages. The access control channel overload control part(27) receives overload state information from the access control channel overload detection part(26), stores it, and updates previously stored overload state information.
