A median strip block having a luminous member using waste plastic is provided to present a fine spectacle of the city by coloring the block with green or blue as a ground color and using the yellow or red-yellow member. An installation method of a median strip block(100) made of plastic is composed of a step of manufacturing a compression mold(50) by mixing the raw material at a waste resin material 90~95 parts by weight in the ratio of stone powder 5~10 parts by weight, molding the median strip block as a diamond of square columns, forming depressed carving grooves(10,20) of 2~5mm from the mold surface to embed a luminous member(60) having 50~150mm width, forming male and female combining units(30,40) to improve the assembly between the median strip blocks, and embedding a bolt hole(12) in the skin of the luminous member to combine the mold at the ground; a step of interpolating the luminous member into the depressed carving grooves by compounding a yellow pigment, an ultraviolet proofing agent, and a UV stabilizer with a synthetic resin raw material; and a step of combining the mold at the road surface.
