An apparatus for testing an alignment layer and a method for manufacturing an LCD using the same are provided to prevent the splash of water and be able to spray uniformly onto a large-sized glass, by improving the spray structure of a steam tester. An apparatus for testing an alignment layer comprises a steam generating unit and a stem spraying unit(300). The steam spraying unit sprays steam onto a surface of a substrate to test the alignment layer, which is formed on the surface of the substrate. The steam generating unit includes a first steam generator(100) for generating primary steam and a second steam generator(200) for generating secondary steam using the primary steam as a heat source.
