A device for delivering a heparinic anticoagulant across a mucosal surface i n order to achieve or maintain a therapeutically effecti ve blood level of the heparinic anticoagulant. The device involves a matrix con taining a therapeutically effective amount of a heparini c anticoagulant, and a mucoadhesive or other mechanism for maintaining the mat rix in contact with the mucosal surface for a time suffi cient to allow release of the heparinic anticoagulant to the mucosal surface.
