A non-ignition and non-combustion heater is provided to improve portability and allow for ease of temperature control, and prevent contamination caused due to emission of gas. A non-ignition and non-combustion heater comprises a heating unit(4) and a fuel tank(8). The heating unit includes a heater and a heater support(9). The heater is formed by coating a porous ceramic body with a metal selected from platinum, palladium, nickel, ruthenium or tungsten, or a combination thereof. The heater generates heat through the non-combustion catalyst chemical reaction between fuel and oxygen. The heater support is selected from glass wool, ceramic fiber, ceramic filter and ceramic paper. The fuel tank includes a fuel diffusion wick, and a fuel contact portion for permitting the fuel diffusion wick to contact the heater support.
