An image processing apparatus and an imaging device are provided to enhance the detecting performance of the flicker component safely. An optical block(11) includes a lens for condensing the light from an object to a CMOS(Complementary Metal Oxide Semiconductor) sensor(12). A driver(11a) controls the driving of each instrument within the optical block on the basis of a control signal from a system controller(15). An AFE(Auto Focus and Exposure) circuit(13) is constructed by one IC(Integrated Circuit), processes the image signal outputted from the CMOS sensor by using CDS(Correlated Double Sampling) processing and performs the A/D(Analog to Digital) conversion. A camera processing circuit(14) performs various camera signal processes such as AF(Auto Focus), AE(Auto Exposure) and white balance control and the like.
