A cold-hot water supplying and an air conditioning system for an apartment are provided to minimize a waste of energy by collecting once more and recycling a thermal energy remained at a waste hot water. In a cold-hot water supplying and an air conditioning system, a cistern(10) charges water with a predetermined water level. A refrigerator includes a compressor, a condenser, an expansion valve, and an evaporator. One end of a cooling circulation path(30) is connected with a lower part of the inner cistern and the other of the cooling circulation path is connected with an upper part of the inner cistern through a circulation pump(31) and an evaporator part of the refrigerator. One end of a cold water supply path(40) is connected with the lower part of the inner cistern and the other end of a cold water supply path is connected with a supply unit(S) and a cooling unit(A) through a booster pump(41). One end of a cooling return path(140) is connected with each cooling unit and the other end of a cooling return path is connected with the upper part of the inner cistern. One end of a hot water supply path(50) is connected with the cold water supply path and the other end of a hot water supply path is connected with the supply unit and a heating unit(H) through a heat return unit of a waste water (100), a condense part of the refrigerator, a circulation pump(51), and hot water tank(80). One end of a heating return path(60) is connected with each heating unit and the other end of a heating return path is connected with a regenerative tank(90) connecting with the hot water tank, and a hot water supply path through a circulation pump(61). And, one end of waste hot water exhaust path(70) is connected with each supply unit and the other end of waste hot water exhaust path is connected with an outer drain through the heat return unit of the waste water.
