A system and a method for installing a vertical drain are provided to install the vertical drain system easily under the ground and under water by inserting a mandrel without excavating with simple process, and to drain efficiently by forming vacuum. A vertical drain is cut, and an end of the vertical drain is combined with an anchor(S10). The other end of the vertical drain is combined with a connecting pipe by a connecting member(S15). The other end of the vertical drain is combined by using nippers combined with a connecting rope through a mandrel(S20). The anchor is contacted to the mandrel, and the vertical drain and the nipper are placed in the mandrel by winding the connecting rope with a motor(S30). The mandrel is pressed and fitted to the ground to be improved(S40). The nippers are separated from the vertical drain by winding the connecting rope with the motor(S50), and the mandrel is recovered(S60).
