Cutter contains housing, cutting plates forced against locating surface formed by two conical surfaces, and fastening elements. For increasing the durability of cutter the locating surfaces for cutting plates are executed on separate basing ring, which is located on the working end of housing with the help of the holder. In the holder annular recess for the basing ring and grooves for cutting plates connected with annular recess and fastening elements are executed.
